Russian athletes to miss London 2017 after ban is extended

Russian Federation was suspended by governing body the IAAF for state-sponsored doping in November 2015, a ban extended on Monday to cover the 2017 World Championships.

Russian Federation missed the 2016 Olympic Games in Rio de Janeiro following revelations of a massive doping program and cover-ups by the country's national anti-doping agency, RUSADA.

The extent of Russian state-sponsored doping was revealed after a re-testing programme that took the number of proven drug cheats who competed in London to at least 61.

After a meeting of the IAAF Council, Russian Taskforce chairman Rune Andersen confirmed that Russia were yet to meet the criteria to be reinstated as a member.

In a statement on Monday, the body said it has chose to extend the ban on the East European nation because the country was "not ready for reinstatement". "Which means that Russia as a nation, or RusAF [the Russian Athletics Federation], is not recommended by us to be reinstated until that time".

An earlier report found evidence of state-supported doping of Russian athletes at the Sochi winter games.

"We have always been at pains to provide an opportunity for athletes who demonstrate they are from a clean system, where we are comfortable that the registered testing pool is a valid one, and that they are under global supervision", said Coe.

"Furthermore, the present rules do not offer the protection necessary to the individual athletes involved and are open to abuse, " it said. "Clean Russian athletes have been badly let down by their national system".

Since February 2016, testing in Russia has been overseen by the United Kingdom Anti-Doping Agency because its Russian counterpart was banned from handling samples due to corruption claims. Their ban has been extended by the IAAF ruling them out of the championships.

While the Russian team as a whole will remain suspended, there are some loopholes that could allow for participation from Russian athletes. They can still participate in the world championship provided they are okayed by the IAAF.

The decision did not affect 15 transfers already being processed. Instead, the IAAF will "assess the strategic goals for growing the sport in relation to each IAAF competition, targeting cities from countries and regions which will best assist the delivery of those aims".
