US Justice Department Releases Scathing Report on Chicago Police Abuse

In a 164-page report, the DOJ revealed that Chicago police officers have systematically engaged in unconstitutional and unreasonable use of force over the course of the last four years.

The U.S. Justice Department has found that the Chicago Police Department violated constitutional rights by engaging in a "pattern or practice of use of excessive force", Attorney General Loretta Lynch announced Friday.

At the federal courthouse in Chicago, Mayor Rahm Emanuel and federal Attorney General Loretta Lynch said a plan was in the works to fix the problems in Chicago.

The investigation noted that some police officers disproportionately target minorities, citing statistics that show the department used force against black Chicagoans 10 times more frequently than their white counterparts.

"The systems and policies that fail ordinary citizens also fail the vast majority of Chicago Police Department officers who risk their lives every day to serve and protect the people of Chicago", Lynch stated.

"CPD (Chicago Police Department) does not give its officers the training they need to do their job safely, effectively and lawfully".

It was unclear what immediate effect, if any, Friday's announcement would have on the day-to-day practices of the Chicago Police Department.

Lynch announced the probe December 7, 2015, following the release of police dashboard footage of McDonald's shooting death.

Much of the report's findings are not shockingly new. They also met with more than 90 community organizations and spoke to more than 1,000 Chicagoans. The latest consent decree, issued in Baltimore, was announced Thursday, five months after the DOJ released the results of its investigation there.
